Summary, Etc.The study was conducted to identify and analyze problems in the communication systems of the Ministry of Agriculture (MA) and the Ministry of Natural Resources (MNR). Data were collected through interviews and reference to official documents in seven regional offices of the MA and five agencies of the MNR located in the country. Findings indicated that the average number of personnel in an information office were 20 for the MA and 25 for the MNR. Both ministries did not have enough communication equipment. Also, information personnel received much lower salaries compared to those of other organizations. The MNR information offices had more funds though their communication was mainly devoted to public relation purposes. At the MA, information work emphasized educational thrusts. The problems of communication at the MA were influenced by lack of equipment/supplies, lack of transportation facilities assigned to information offices, unsatisfactory quality and delayed outputs, poor staff performance, and lack of evaluation. At the MNR, problems of communication were affected by inadequate facilities, questionable impact of information on audience, low quality of output and lack of evaluation. The communication problems were attributed to government retrenchment and austerity policies that directly affected information work such as the ban on equipment purchases and freezing the hiring of people, lack of priority to information work and lack of control measures on information activities
