Questionnaire is the main data gathering tool of the study and is divided into four parts namely: personal information, methods/patterns of library use , information needs and library services. The population of the study consists of the users who personally come to the library to look for information, whether male, female, student or professional. The data was analyzed using simple, manual calculation to determine the arithmetic mean, frequency distribution and percentage   The aims of the study are:1.to determine the information needs of the users; 2. to determine the purposes of the users in using the LWUA library; 3. to know the methods used by the users in doing information research; 4. to determine the factors that affect their use of the LWUA library; 5. to determine the users' personal evaluation of the services, facilities, collection and staff performance; 6. to recommend possible improvements on the existing services of the LWUA library which would hopefully meet the needs of the users   The following conclusions were reached after analyzing the data. 1. there are more users who need information in the fields of management and engineering than any other field; 2. majority of the users use the library to get information while others either read newspapers or use the library as their office. The information is mostly used for "work in progress"; 3. the users usually rely on the librarian to guide them in their searches. The monographs are widely used while the audio-visual materials are the least used materials. For those who use the other libraries, the U.P. College of Engineering library is the most popular; 4. availabilty of time is a great factor which affects the library use of the users; 5. majority of the respondents found the library collection inadequate and the library as being too small. However, 87 percent expressed satisfaction in the overall operations of the library; 6. there were many opinions given by the respondents concerning improvements.
