Summary, Etc.Among the considerations which make this study significant are: (1) it would serve as a basis for similar research in the future especially with the dearth of materials on the subject, (2) it could also be an initial step towards the development of a legal collection in the barangays as it sought to determine the needs of local officials in the administration of justice, (3) it would serve as a basis for actions aimed at the creation, promotion, support of coordination of legal information sources/services, and (4) it envisioned the empowerment of the barangay officials and the general public who have a good working knowledge acquired from exposure to legal materials
 The overall purpose of this study was to determine the availability and accessibility of legal resources to barangay officials for them to discern the importance of the materials in the discharge of their functions in connection with the administration of justice at the barangay level. The basic question that this study tried to answer was whether or not the barangay officials have a need for basic legal sources in the implementation of Presidential Decree no. 1508, otherwise known as the Katarungang Pambarangay Law, as well as in their governance of the barangay. Likewise, it attempted to relate the importance of establishing a reading center as mandated by Republic Act No. 7743 to promote the moral and intellectual well being of the people particularly the youth
 The study showed that the role of the Lupon Tagapayapa in the administration of justice at the barangay level is fully recognized in the area covered by the study. Barangay officials, specifically the members of the Lupon, are instrumental in the maintenance of peace and order in the community as they settle disputes through amicable settlement. The study further shows that the barangay officials, notwithstanding the fact that some of them are well-educated, need to enrich their knowledge and keep abreast with legal developments through constant reading. Hence, it is even more imperative that officials with no formal schooling should be educated about basic laws particularly the barangay justice law for them to effectively perform their functions in the administration of justice
 This work supports the conclusion that the procurement of legal resources and the establishment of a reading center will be of great help to the officials concerned and the community as a whole. It will not only produce positive and beneficial effects to those concerned but more importantly, the legal references will make them aware of the law especially in settling disputes which involve issues that are too complex for them. It is hoped that these recommendations would reach the barangays which are in charge of implementing P.D. No. 1508 in order that the people directly involved may consider and adopt them: (1) provide the barangay officials with copies of the identified legal sources such as the Local Government Code of 1991, the Philippine Constitution, the Civil Code, the Revised Penal Code, the Labor Code, the Rules of Court, and other law books which might be useful in the discharge of their functions, particularly in the administration of justice at the barangay level; (2) review the programs and projects of the barangays to determine if they adhere to the policies prescribed by the government in order to formulate plans and strategies aimed at improving the quality and standards of the projects being implemented; (3) enforce Republic Act No. 7743 which calls for the establishment of public libraries and reading centers with the assistance of all sectors in society; (4) allocate a portion of the barangay budget for the purchase of library materials which will aid barangay officials in the effective implementation of the Katarungang Pambarangay Law; (5) adopt measures to bridge the budget shortfall such as cutting back on expenses and undertaking austerity measures; (6) create viable projects within the community to raise funds for the acquisition of reading materials by engaging the members of the community in income generating projects from which they will all benefit; (7) utilize the most commonly used way of acquiring materials either through donations or solicitations; (8) develop information technology at the barangay level as this would help bring the country to the next level of economic progress by acquiring CD-ROMs which contain useful and important legal materials; (9) develop the procedural skills of the barangay officials tasked with the administration of justice by undergoing training as this will supplement the lack of legal references that they may need; (10) re-echo seminars and workshops for the benefit of other officials who do not have the opportunity to attend seminar activities; and (11) devise or formulate schemes to motivate the officials concerned to update their legal knowledge
 This work was an attempt to promote the importance of having the basic legal resources within the reach of barangay officials as they perform their conciliatory functions. It called attention to the fact that legal materials are of utmost importance not only to those who are tasked to implement the law, but also to the members of the community who should be aware of their rights under the law
