$aThe feasibility investigation of the Upper Pampanga River Project was made during the period 1963-1966 by the U.S. Bureau of Reclamation for the Government of the Republic of the Philippines and the U.S. Agency for International Development. The results of the investigation, conclusions, and recommendations are contained in the USBR report dated September 1966. The principal recommendation was the construction of the Upper Pampanga River Project at the earliest opportunity. Also recommended was the undertaking of a land classification of the project area prior to the preparation of final designs and construction. Although this activity was not made a part of the feasibility investigation, the feasibility report was the basis for project authorization and financing negotiations.
