Three major activity sectors representing the predominant stages that feature the flow of the commodity from farm production to marketing were studied to provide a perspective on the tobacco industry. Interviewed were farmers, traders and manufacturers from Ilocos Sur, Ilocos Norte and La Union for Virginia tobacco, and Isabela, Cagayan, Pangasinan, Cebu, La Union, Abra, Misamis Oriental, Nueva Ecija, Mindoro Occidental, Iloilo, and Maguindanao for native tobacco. The industry contributed considerably to government revenues, employed tens of thousand Filipinos, stimulated growth and expansion of auxiliary and service support industries, and generated foreign exchange earnings at a level it never had before even at substantially decreased volume of export. However, practical problems which needed reforms were pointed out. Productivity had not coped up with demands. Leaf trading practices facilitated confusion in the direction of the commodity flow. Curing both at the farm and in "organized" establishments shortened or prolonged the crop availability for export or industrial use. Exports competed with domestic requirements while quality blends had to be blended with the local produce. Lack of funds was also a perrenial problem. The numerous and "unorganized" grower sector could suffer further economic depression with the consolidation of the commercial and the industrial or manufacturing sector, thus active government intervention such as a total or sectoral tobacco monopoly was recommended
