The development plan formulated for the BRS Library requires the implementation of the following: expansion or improvement of the present organizational set-up, a definite financial support allocated for the library, an additional qualified library staff, expansion and a vigorious library services program, provision of adequate physical facilities, procurement of standard library furniture and equipment, and participation in a library cooperative scheme among the fisheries institutions in the region   The major findings of the library survey are the following: inadequate collection, no fixed library budget allocation, inadequate staff, limited library services, limited library space and inadequate physical facilities equipment   The study used a combination of documentary and descriptive research approaches. An inventory of the BRS Library, its resources, information resources, equipment and physical facilities was made. A user study was conducted to find out the information needs of the BRS staff that will help in planning for a five-year development of the BRS Library. A questionnaire was used to gather the data with a follow-up interview of BRS library users. Data collected were tallied and anlyzed in accordance with the objectives of the study. Tabulation was done manually   This study formulated a five-year development plan for the improvement of the library and information services of the Binangonan Research Station, SEAFDEC Aquaculture Department for a well-organized, progressive and effective library services. The study identified the present services, collection, manpower, facilities and equipment of the BRS; determined the information needs of the staff and its various user groups; determined the requirements for additional or improved information resources, services, manpower, facilities and equipment for the Stations which helped in the formulation of guidelines and/or policies for a systematic organization of the library and information service to effectively support research as well as training and extension personnel   To provide an efficient and relevant library and information service, a proposed organizational structure, functional chart, as well as the staffing patterns of the BRS Library are presented. A User Guide was produced to familiarize users with the necessary guidelines and/or policies for library services, and to achieve consistent excellence in the choice of materials and to inform researchers, technical staff and library personnel, of a manual on selection and acquisition procedures is provided in this study.
