$aA project on research priority setting for crop biotechnology programs was conducted in the Philippines with two components - research and training. It was a collaboration among the main Philippine organizations involved in biotechnology research - UPLB, DA-BAR, PCARRD and ISNAR. The research component aimed to adapt, apply and evaluate a priority-setting approach based on the analytic hierarchy process (AHP). The AHP is a decision-support tool for multicriteria problems. It helps decision makers to cope with complexity by decomposing the problem in a hierarchical structure and comparing the criteria and alternatives in pairs. The decision model used in the project was based on an extended version of the AHP consisting of three hierarchies that evaluated the alternatives' (crop programs) potential impact and their chances of research and adoption success, respectively. Eight crop biotechnology research programs were evaluated vis-a vis their potential contribution in the achievement of the country's development goals. The final ranking showed clustering of the programs into three groups.The top-ranked rice received by far the highest priority, followed by the second group (coconut, papaya, and corn) while mango, abaca, banana, and sugarcane formed the group with the lowest priorities. Sensitivity analysis showed that the program ranking changes within the groups for different criteria weights but the composition of the groups and their ranking remained stable. The innovative approaches of the project included a preselection process using a set of binding conditions, a formal stakeholder analysis to determine the participants of the priority-setting process, and the explicit integration of a conceptual framework to identify the decision criteria. The strenghts and weaknesses of these approaches were analyzed and the challenging political context of the project was also discussed. Lessons learned were presented and recommendations for future applications were outlined.
