A total of 1,965 out-of-school youths below 27 years of age whose educational attainment ranged from unfinished college to unfinished elementary or no schooling levels were interviewed in this study. This was to construct a statistical profile concerning their socioeconomic attributes, household or family characteristics, aspirations and desires, and encountered problems while out of the school system. An analysis of the various implications and significance of the dropout situation in the national level was also undertaken. The average out-of-school youths (OSY) household was characterized by an almost sub-standard way of living. The average OSY considers himself an active participant and member of community organizations. He is also involved in a lot of physical activities and recreations which were team-oriented and quite inexpensive. His usual sources of information were comics, local or vernacular magazines and papers, and the radio. The typical dropout left school due to economic reasons and such factors as family poverty and high cost of education. Though presently a dropout, he is willing to continue his schooling and desires to pursue personal advancement and development in terms of attaining higher education, more skills or vocational training. While being a dropout, the typical OSY encountered economic problems which resulted to more economic insecurity and deprivation to himself and his family. The suggested recommendations and approaches given by the respondents for governmental, community and private civic organization actions were low-cost education at least up to college, establishment of work/employment opportunities, and extension of financial subsidy of grants-in-aid to deserving OSYs and thier families
