Summary, Etc.The Ninth World Meteorological Congress (1983) adopted the First WMO Long-term Plan for the years 1984-1993, the purpose of which was to provide policy guidance to WMO's constituent bodies and to help Member countries in the development and planning of their Meteorological and Hydrological Services. WMO's Long-term Plan is necessarily global in character. Neither regional nor national aspects have been neglected, however, because it is recognized that a balanced development can be achieved only if regional and national priorities are clearly identified. The programmes of WMO respond to the problems of the national Meteorological and Hydrological Services in both developing and developed countries. They promote the use of modern technology, as the capabilities of the countries permit, and incorporate arrangements for closer co-operation between developed and developing countries in order to reduce the technological gaps between them. This booklet provides a summary of the First Long-term Plan. It contains a brief account of the various economic and social activities in which meteorological and operational hydrological services are of importance at the national level. It outlines the factors which the World Meteorological Congress believes will have a bearing on the future development of meteorology and operational hydrology and it summarizes the main long-term programmes of WMO
