Summary, Etc.The project determined the flood problem areas in the provinces of Bulacan, Nueva Ecija, Pampanga and Tarlac and verified the extent of the problem areas by actual gauging and monitoring. Data were obtained from records of various government agencies and readings from telemetering devices and staff gauges installed at various sites in the project area. Under normal conditions, the prominent sites in Central Luzon which were waterlogged the whole year round because of low elevation were the Candaba and San Antonio swamp areas. Other smaller sites which were continuously under water were those in Licab Quezon, Aliaga and Jaen, Nueva Ecija and San Ildefonso, Bulacan. When tropical disturbances brought about strong winds and heavy rains, flooding in the Central Luzon basin extended through 17 lowland towns in the four provinces. Aside from low topography and heavy rainfall, other causes of flooding in the area were high surface runoff, river overflows, inadequate drainage channels and outlets, excess flows from existing irrigation systems and inadequate waterways on constructed roads, canal banks and dikes.
