Summary, Etc.(with French, Russian and Spanish) The principal aim of this Note is to examine in depth phases (1) and (2) of the problem - namely, the measurment and statistical interpretation of climatic fluctuations. In addition, some sections of the Note relate to later phases of the problem, but primarily for the purpose of evaluating the adequacy of present meteorological data to indicate the physical nature of climatic fluctuations, and of suggesting what kinds of additional data should be collected in the future. The plan and scope of the Note are: to indicate the most suitable statistical methods for studying climatic change, and to define the limitations of various other methods in common use; to indicate the most suitable statistical methods for evaluating the homogeneity of climatological series that are to be used in studies of climatic change; to consider the problem of establishing criteria for the statistical significance of a climatic change; to consider what additional techniques and methods of statistical analysis may hold promise in further advancing our understanding of how climate varies and to consider what might appropriately be done to standardize definitions of various terms used to describe climatic change
