$aAn empirical analysis using a set of criteria and indicators was made to document and evaluate the performance of the Community-Based Forest Management (CBFM) Program. Eight CBFM areas from different parts of the country were selected. Data were evaluated and analyzed using personal and key informant interviews; ocular survey and inspection of actual physical accomplishments; and examination of available secondary data gathered from the People's Organizations (POs), local government units (LGUs), and community, regional and central offices of the Department of Environment and Natural Resources (DENR). A review of past government approaches and programs on the restoration of degraded forestlands showed that reforestation efforts have fallen short of its expected accomplishments. Restoration of degraded forestlands must be vigorously pursued considering that annual deforestation rate reached to as high as 300,000 ha/year with a normal range of 100,000 - 150,000 ha especially in the recent years. Analysis showed that in general, there are commendable physical accomplishments. In spite of the harsh and unfavorable biophysical endowments of the CBFM sites, the POs were able to muster modest accomplishments. At the time of the survey, the POs were adopting soil and water conservation measures, water supply and soil fertility has improved, open and degraded lands in the CBFM areas are reduced, protection of CBFMA areas are intensified and biodiversity has increased. The present monitoring and evaluation process followed by the DENR emphasized more the physical accomplishments to the neglect of the social transformation of the POs to become more capable stewards of the forest resources. The waning of interest and enthusiasm of the mass members due to perceived lack of transparency in the fund management and in other aspects of PO activities, unsettled internal conflicts, and lack of benefit-sharing scheme or policy are some indications that whatever accomplishments the Program has attained may not be sustained. A sustainable CBFM program should therefore have the following components: 1) an enlightened, empowered and financially-viable PO which has the capability to sustainably manage, protect and develop the awarded CBFM area; 2) an alternative employment and livelihood activities for the upland and forest communities while waiting for the harvest of forest trees; 3) self-sustaining Community Forestry Development Fund to finance plantation maintenance; 4) a fair forest disposal system; 5) provision of adequate incentive system for forest development; 6) an acceptable and equitable benefit-sharing arrangements among the members of the PO; 7) all-out but apolitical support from the concerned LGUs at the barangay, municipal and provincial levels expressed by way of programs and projects linked with CBFM planned operations; and 8) a strong and committed leadership backed up by a participatory local natural resources governance system.
