The need to improve Department of Science and Technology (DOST) performance is compelled by demands on government agencies for enhanced public accountability. It is on this perspective that the proponent focused his Action Plan and Program (APP) and used the Logical Framework as the \'framework\' in delivering the needed outputs of the project.

Performance-based monitoring and evaluation (M&E) has just combined the traditional approach of monitoring with the assessment of results. It allows the organization to modify and make adjustment during the implementation phase to ensure in the achievement of the desired objectives and outcomes.

The result of theĀ APP is a Performance Management System for MIRDC.
