This study focuses on the flooding problem at the San Juan River Basin. Based on the information gathered from actual interviews, surveys, topographic and geomorphologic analysis, the potential areas prone to flooding have been identified. Additional information such as population, critical facilities, the type of housing and other socio-economic data have been considered to identify the vulnerability of the human and built environment to the impact of the flood hazard. The result of the study showed that the areas with a high probability of periodic flooding are located at the confluence and adjacent to San Juan River and its tribularies. Although remarkable geographical differences and the risk of flooding vary from place to place, the low-lying barangays experienced a high degree of exposure to flood hazard. The areas periodically affected by floods are mostly residential and commercial areas adjacent to San Juan River. The major factor triggering flooding is weather related which is caused by high intensity or long duration rainfall. Other contributory factors aggravating flooding are due to human activities such as, the constriction of the waterways, encroachment of informal settlers, insufficient drainage system and indiscriminate dumping of garbage. It should be noted that the result of the study is not intended to provide definitive identification of flood prone area but rather provide a preliminary indication of resources which may be at risk to flooding. In addition, this can serve as guide for general awareness and reference for flood mitigation strategies for policy makers and planners so that planned developments could be guided away from the vulnerable areas or restrictions can be adapted to the identified hazardous areas, and institute retrofitting measures for already developed areas.04
