The study traces initially a brief history and background of the University of the Philippines Employees' Housing Cooperative (UPEHCO), the motivating factors behind its origin and the basic aspirations it seeks to fulfill. In this relation, a brief discussion of socio-political factors that directly affect the development of the cooperative housing movement in the Philippines is presented. Operationally, the UPEHCO is discussed in terms of its organizational structure and membership characteristics. Since economic constraints are oftentimes the most critical parameters in economic housing efforts, an investigation of the financial consideration was undertaken. This centred on affordability profiles of the UPEHCO members, as well as on the Group Land Acquisition (GLAD) Program of the Home Development Mutual Fund (Pag-IBIG) which the UPEHCO is tapping as its primary source of funding. The affordability profiles of the members were then analyzed to provide basic cost parameters in determining bufgetray considerations for site selection and dwelling size. Pragmaticaaly speaking, the search and selection of a site is the single greatest problem in the UPEHCO program of development. As such, a such, selective discussion of this phase of the effort is included. The second main part of the study is focused on developing a conseptual framework on which the community plan of the UPEHCO would eventually be based. The initial part of this deals with the development of conceptual approaches to community development. Areas covered include: a) the evolution of a housing cooperative into a community and the consequential functions that go beyond the basic objective of providing housing; b) the role of territoriality and cooperation in the development of a cohesive community; c) the relationship between concepts of ownership and neighborhood; the development of spatial hierarchy as manifested in patterns of symbolic ownership and alternative uses of neighborhood space; e) approaches toward developing a sustaintable community, i.e. the participatory planning process, alternative energy and resource management systems, livelihood imperatives and options. The concluding portion of the paper deals with a capsule graphic graphic translation of the conceptual framework developed in the preceding section. In summary, the paper approaches the concerns of developing the physical structure of a community plan for the UPEHCO through a basic framework of design concepts. The design intent behind these concepts is the provision of a spatial structure sympathetic to the character of community life as manifested in its relationships and day-to-day activities. Beyond this basic objective, the approach aims at providing a supportive farmework for the community in its efforts to achieve its social, cultural and economic aspirations
