Summary, Etc.The research study looks at how the management system for DOST's R&D facilities and equipment for the electronics industry can be made efficient and effective. Specifically, the study describes the current management systems; identifies the concerns pertaining to the existing management systems; and proposes solutions towards an effective and efficient management systems of DOST-funded government R&D facilities and equipment for the semiconductor and electronics industry. It looks at the management of facilities based on the elements of administrative governance, capability development, innovation services and business development services. It used Key Informant Interviews and Document Reviews as methods of gathering primary and secondary data. The key findings in the study are: (1) that the DOST R&D facilities and equipment are being managed separately, each with different structures and management policies; and (2) that the management of the facilities was not given much focus during the planning stages since the actual focus was getting the opportunity to set the facilities up. Alongside these issues come the lack of operational policies, slow turn-around time, lack marketing plan and strategy, low utilization, negative perception on the pricing levels, low prospects for sustainability, and finding appropriate personnel
