$aThis study evaluated the land valuation aspect of the Operation Land Transfer (OLT) program and pointed that the present land pricing system had only served to widen income inequality in the rural areas. Presented were the three major findings to support their contention, namely: 1) the evaluation of weaknesses in the land valuation procedure which was composed basically of two parts-a) the inability to determine yield estimates on a realistic scale, and b) the structural rigidity of the bargaining systems; 2) the slow pace of the land transfer as consequenses of the inability of the government to arrive at the mechanism that resolves the conflict over land valuation by adopting across the board reductions in amortization rates and compensating landowners through credit and fiscal support programs; and 3) the socioeconomic effects of the program on both the landowner's and tenant's viewpoint which revealed that 55% of the landowner respondents felt that the transfer had significantly decreased their levels of income and expenditure while 19.8% however, revealed no changes in their income and expenditures pattern.
