Summary, Etc.This study dealt with tenant-tillers refusing to be deemed owners or to accept the Certificate of Land Transfer. A total of 288 respondents composed of tenant-refusers, landowners, overseers/legal representatives, DAR personnels and informants were interviewed. Results revealed that tenant's refusal to ownership takes several forms or modes. Among the major ones were outright nonacceptance of Certificate of Land Transfer (CLT); voluntary surrender of CLT already received with affidavit; denial of tenancy, refusal to pay Samahang Nayon (SN) dues but with willingness to join the SN and accept the CLT. Other minor reasons were refusal to join the SN but with willingness to accept the CLT; voluntary surrender of the CLT already received without affidavit; abandonment of the landholding and conversion of landholding into subdivision/sugarcane land as agreed with landowners concerned. Tenants' refusal were traced to their dependent relationship with their landlords and based on other sociopsychological and natural factors
