$aA questionnaire was sent to heads of national centers, those involved in the AGRIS worksheet preparation, reference librarians and users. A total of 83 accomplished questionnaires were returned coming from Bangladesh, Hong KOng, Indonesia, Malaya, Philippines, Republic of Korea, Singapore, Sri Lanka and Thailand. Responses were also received from information specialists who have had dealings with AIBA in connection with information processing. These came from Australia, Brunei, France, the United Kingdom and the United States. The data gathered were computerized. This facilitated data transformation in determining tabulations and frequency distributions.

$aA survey was conducted among the participating centers of the Agricultural Information Bank for Asia (AIBA) with the following objectives: to determine the perceptions and attitudes of information specialists and other AIBA users of the role and effectiveness of AIBA services; to inquire into the needs of agricultural scientists and researchers; to clarify the role of AIBA in the light of such perceptions, attitudes and users' needs; and to make such recommendations for the development of AIBA as needed. Such information is essential in determining future directions and AIBA's aim to develop and improve its services.

$aBased on the results of the survey, the following are recommended: 1) the implementation of an information program to promote the objectives, functions, projects and services of AIBA, particularly in Southeast Asia; 2) to promote the use of AGRINDEX and AGRIASIA among agricultural scientists, workers and students; and 3) to enlist the cooperation of national centers which compose the regional network in the implementation of AIBA's projects, activities and services.

$aIt was found that the abstracting and the current awareness services were considered the most important services of AIBA. The respondents strongly urged the application of computer processing to improve these services.

$aThe findings of the study reveal that majority of the information specialists were graduates of library science and were engaged in this type of work while the users were engaged in related fields of agriculture. The respondents, most of whom are librarians and agriculturists, got acquainted with AIBA, largely in connection with their work. Likewise, they became aware of the AGRIS program in connection with their work also.

##
$aThe information specialists as well as the users were about equally divided as to the role of AIBA as an information center, an information bank and a documentation center. The functions of these three are not mutually exclusive but in fact are very much related to each other.

##
$aThe respondents recommended the creation of a consultative committee composed of heads of national centers to assist AIBA in the planning of projects and improvement of services.
