Secondary data from reports of previous studies were used in a comprehensive analysis of the production and marketing systems in agriculture, forestry and fisheries in Region VIII. Almost one-half of the gross domestic product of the region was found to originate from the three sectors, absorbing more than 60% of the regions' total labor force. Rice, corn, coconut, rootcrops, and fruits were the most important crops for the agriculture sector, accounting for almost 5.5% of the country's total crop production in crop year 1981-82. Constraints to full adoption of recommended technologies included inadequacy of infrastructure facilities and other support services, high input costs and low output prices, and poor farm to market roads. For fisheries, a declining aggregate fish production was observed. Strategies to improve productivity in both commercial fishing and aquaculture included the regulation of fishing activities in overfished areas, and programs to avert the adverse impact of such regulations to displaced fishermen. Constraints included unavailable and/or costly inputs and an inefficient technology delivery system. For forestry and upland farming, the adoption of improved upland farming practices, agroforestry technologies and soil conservation techniques was hindered by uncertainty of land tenure, inadequate extension system, and a poor marketing system
