Title StatementAnalysis of forestry policies and programs vis-a-vis the Albizzia falcataria gall disease
General NoteCollege, Laguna: University of The Philippines Los Banos, Forestry Development Center, 1991. 42 p
Summary, Etc.Personal interviews with wood exporters and tree farmers, consultation with heads of research divisions, researchers and field personnel of the DENR in Regions 9, 10 and 11 were conducted to analyze/asses forestry policies and programs vis-a-vis the gall disease infecting such plantations. While secondary data gathering was done through compilation of policies, publications and articles in the field office, and actual field observations of some infested plantations. The severity of the gall disease infestation in Mindanao varied depending on the site, elevation, and climatic condition. Severe infestations occured during the wet season and diminished at the onset of the dry months. It was theorized that atmospheric temperature played a major role in the growth of the fungus causing the disease. This was supported by the fact that trees in higher elevations with relatively cool climate were highly susceptible to the disease as observed in PICOP, Bukidnon and the boundary of Davao and Bukidnon. In the CMU area infestation was very high on partially shaded seedlings, while incidence was low in the open/grass land areas. Furthermore, some people/ private farmers and wood users/exporters were not aware of the disease, although enough policies had been formulated on the problem. Supply of A. falcataria logs is still abundant, although there is an expected shortage in the near future as several plantations were affected and destroyed by the disease and new planting have been discouraged. Analysis of the existing policies and programs related to the gall diseases showed that several actions were taken to minimize the impact of the disease. Most of these were stop-gap measures or mostly short term and normal reactions to the phenomena
