Summary, Etc.This study explores the valuable contributions of R&D activities in relation to human capital development, in turn broadly resulting to nationwide economic progress. More specifically, it observes the impact of increased R&D expenditures in enhancing the numbers of individuals successfully completing advanced degrees (such as Masters' and PhDs) in the country. It analyzes the effects of R&D both on a national and a regional level. Moreover, this study also includes other metrics of human capital development, such as the change in numbers of State Universities and Colleges (SUCs) and Private Universities and Colleges (PUCs) being classified by the Commision on Higher Education (CHED) as either Centers of Excellence (COE) or Centers of Development (COD), or both. All of these metrics are then tied and correlated to selected economic and productivity factors, such as the GDP, levels of innovation, growth rates per sector, and other variables which would likewise enhance understanding on the effects of R&D activities. The bulk of this study uses various modes of regression analyses in coming up with the observations. The main independent variables include three sets of data: (1) Regional Gross Domestic Product (RGDP) per capita, (2) Nationwide R&D expenditures, both public and private extracted from 2005, 2007, 2009 and 2011 DOST R&D Expenditures and Human Resources Survey, and (3) CHED classifications per year for institutions having COD or COE status; the dependent variable being the number of local graduates with advanced degrees annually. While the more basic types of regression analyses have yielded mostly negative coefficients among the variables, usage of Poisson regression in this study showed significant relationships among the same variables. After acquiring sufficient justification for such findings, it has been clearly identified that the independent variable indeed affect, in a more or less proportional way, the dependent variable - that i s - the mean number of graduates. Having concluded that R&D expenditures do have a measurable impact with the number of individuals finishing degrees such as Masters' and PhDs, this study further reinforces and build upon recommendations of previous studies in similar fields: to improve coordination, planning cooperation of both the government and private sector in conducting R&D activities. On a larger scope, hopefully this study would spark further interest in exploring the link between R&D expenditures and overall economic progress in the Philippines
